Interim Head of Research and Policy Development - Dr Katy Radford 

Katy Radford is the Acting Head of Research and Policy at the Commission which she joined in 2020.  She was awarded an MBE in 2011 for her role in advancing Community Relations.

Dr Radford is currently a Commissioner with the Equality Commission for Northern Ireland, and the Commissioner with responsibility for Northern Ireland at the UK's Electoral Commission. She was the sole woman appointed to the Commission for Flags, Identity, Culture and Tradition, Vice Chair of the Arts Council for Northern Ireland and the first peer elected chair to the TEO's Race Equality Subgroup tasked where she represented the Northern Ireland Jewish Community. 


Research Officer - Dr Neil Foster

Since joining the Commission in March 2010, Neil’s role has been to support the delivery of the Commission’s research programme, and is part of the team that is responsible for providing the Commissioner with robust research on key issues relating to victims and survivors.

Neil project manages a wide range of research projects, and is responsible for preparing and presenting research reports, briefings and evidence papers to both internal and external audiences on issues affecting victims and survivors. He assists the Head of Research and Policy Development in the implementation of the Policy and Research Strategy. Neil is currently coordinating the Peace IV Research Programme in the areas of advocacy support, trauma Services and the transgenerational impact of the conflict.
