Secretary to the Commission

John Beggs

John was appointed as Secretary to the Commission in August 2013.

He is responsible for carrying out the functions of Accounting Officer for the Commission and overseeing the operational delivery of Communications, Engagement, Research, Policy Review, and Advice to Government. John is responsible for developing the Corporate Plan and annual Outcome Delivery Plan for the Commission, and for the development and management of programmes and projects to support the achievement of the Commission’s objectives. He is also required to deputise in the absence of the Commissioner and to support her in achieving her statutory duties.

Since his appointment, John has managed delivery of the Commission’s Corporate Plan and a number of projects that improved services for victims and survivors – including the Independent Assessment of the Victims and Survivors Service and evaluations of the Victims Support Programme and Individual Needs Programme. Other areas of work that have been John’s responsibility include Advice on Dealing with the Past, Advice on Future Funding and a review of the proposals in the Stormont House Agreement. John will also ensure the delivery of the Commission’s Peace IV Research Programme.
