Commissioner raises concern over impact of funding pressures on Victims and Survivors 

The Commissioner for Victims and Survivors, Joe McVey, has warned that ongoing funding pressures risk causing harm to victims and survivors of the Troubles/conflict. 

Following the recent indicative budget announcements from The Executive Office in relation to the Victims Support Programme, the Commissioner acknowledged that, while efforts have been made to protect the budget, the £7.9 million allocated is still £3.3 million below the level of need. He warned that this shortfall will lead to longer waiting lists and reduced service provision, affecting both the level and continuity of health and wellbeing and social support at a time when delivery costs are rising and demand continues to grow, with victims and survivors ultimately bearing the impact. 

The legacy of the Troubles is not in the past for many — it is a daily reality. Its impact continues to be felt across individuals, families and generations. Without consistent, support, there is a real risk of further harm. This support is not optional; it is essential. 

Joe McVey said: 

“Victims and survivors have already carried the heaviest burden of our past. For many, that burden has been lifelong and continues to shape their daily lives. 

“Engaging with support often means revisiting deeply traumatic experiences. It takes courage to come forward. Where that support is reduced or interrupted, there is a real risk of causing further harm and leaving people more vulnerable than when they first sought help. 

“Consistency, trust and safety are at the heart of trauma-informed support. When that is not there, the impact on individuals and families can be significant.” 

He added: 

“Many victims and survivors are only now coming forward, or re-engaging with services as legacy issues re-emerge. Demand remains high and continues to grow. 

“This is not simply a funding issue — it is about people. It is about ensuring that those who have experienced trauma are met with understanding, stability and the support they need, when they need it. 

“Support cannot be short-term where the impact of trauma is lifelong. Victims and survivors must remain at the centre of all decisions.” 

The Commissioner will continue to engage with government, statutory partners and the wider sector to ensure that the voices and experiences of victims and survivors shape decisions, and is calling for urgent, sustained and long-term funding to ensure support remains available, accessible and responsive to the needs of Victims and Survivors.
